Governance Without Compromise: Rethinking Control in the Hybrid Cloud Era

Sovereign cloud is a priority in principle, but progress is uneven in practice. According to IDC research, 38% of organizations name high cost as the single biggest barrier to implementation, with specialist skills gaps, the need to redesign compliance processes, and underinvestment in governance tooling close behind. The friction is already reshaping architecture decisions: over the past 12 months, roughly 18% of application workloads have been repatriated from public cloud back to on-premises, a shift driven primarily by performance and security concerns rather than cost alone. Yet IDC also finds that 41% of IT leaders act on sovereignty only when a customer requirement or regulation forces the issue. IDC calls this the ‘sovereignty paradox’: intent is outrunning execution.
That leaves senior IT leaders with one operative question, how to give sensitive and regulated workloads the governance, auditability, and control they demand, without giving up the flexibility that made public cloud attractive in the first place.
To explore it, IDC, DXC, and Dell are bringing together a curated group of senior IT leaders for an evening centered on Private Cloud+ Powered by Dell. The session will share fresh research, challenge prevailing assumptions, and send attendees away with a clearer path to managing sensitive workloads across hybrid environments.
What share of your organization's cloud-native software delivery currently runs in a private cloud environment?
Most US organizations fall between 31% and 75%, with the 31–40% band the single most common range at 23%. The spread points to a deliberate balance rather than an all-in bet: organizations are sustaining substantial private cloud footprints alongside public cloud, reflecting ongoing priorities around control, security, and workload-specific requirements.

David Tapper serves as Program Vice President for IDC’s Outsourcing and Managed Cloud Services research team which develops research for technology outsourcing and managed services, business process outsourcing (BPO), and global sourcing, also referred to as offshore/nearshore. BACKGROUND
Over the nearly two decades as an analyst, David has covered the transformation of the outsourcing market and industry from its original business model of large-scale deal making to what is today called cloud services (e.g. SaaS, IaaS, PaaS). This has included in-depth analysis of this evolution involving the use of hosted models and the move to global sourcing and offshore. Much of David’s work has centered on understanding the fundamental changes in the business models of outsourcing as they move to a utility-based model of services referred to as cloud services.
